The most seductive woman is the one who is comfortable in her skin.  She is happy with what she has.  She does not compare herself against others and never beats herself up for not being like some other imaginary woman.  When a woman accepts herself, a man will accept her.

And the final sign of a seductive woman is genuine and deep interested in the other person.  When she talks to him (or her, in case she wants to seduce a woman), it is as if the world does not exist and he is the only person/thing at that moment.  It does not matter how small or uninteresting the detail, she wants to know it as intimately as if he were telling her about his trip to outer space.

I know the bedroom setting, candles, lingerie, and aromatherapy are important too, but they are secondary.
