Since Japanese men are typically shy, I am pleasantly surprised that he is pro actively sending a signal to you of his interest. The way you describe, it seems that his interest in you is obvious, especially with all the direct eye contact that he has been making.
I think the next time he greets you, you must strike a conversation. Since I don’t know enough about your situation, it could be a topic that would be of interest to you both and might allow you to sort of get together in a private setting. If that is not possible, you might simply say that you are attracted to the Japanese language and would love to learn a bit more than “ohayo gozaimasu.” You can say that you are wondering if he might give a few lessons in conversational Japanese. It is a proposal that no Japanese will ever deny. You can schedule something in a cafe and hopefully it will be a great way to know each other without the pressure of dating.
