I think we should call the Tennessee Department of Child Services to complain about Billy Ray Cyrus for being a irresponsible dad. He has already abandoned his older daughter Miley Cyrus who has been acting totally out of control and maybe a lost case. I know that kids are a bit naughty these days but this Halloween costume is simply not right for this girl.
