Despite what the teabaggers want and believe, the reality is that almost all the cool stuff that we have today is an outcome of investment by the government. And technologies that we take for granted or believe that the private sector developed them actually came out of some project funded by the taxpayers. For obvious reasons, some of the really out-there technologies were explored and developed by the Department of Defense.
The idea of using mental powers in war is not a new one; it has been around for centuries. When Bob Wilton (Ewan McGregor), a journalist, who is having a personal crisis of his own after his wife dumped him, ends up following some leads to draw a story on use of psychics by the Military. He ends up in Iraq in the middle of the war with Lyn Cassady (George Clooney) who is going there to revive the the New Earth Army (a unit that supposedly employed New Age practices to wage battles) and in the process we learn more about the unit and how it came about.
For those who love movies about wars, history, and sci-fi, there is some entertainment, but it is still a mediocre movie, despite an impressive cast. For geeks like me, I still recommend it, but keep your expectations low. If you want to see George Clooney at his best, watch Michael Clayton instead. Or if you want to see the best of Ewan McGregor I liked him in Angels and Demons.
