How to improve my income?

I am a great believer in education. By education I do not mean only going to college. There are many skill that pay well, for example, plumbing, electrician, mechanics etc. These are trades that require training, but once you get it pays wells. A lot better than working in a shop in the mall in the long run.
If I will need to get training right now I will look into fixing medical equipment and similar fields. There are many jobs that cannot be outsourced to India and China and pay well.
With the Internet many people in far off places in the country can now work virtually offering services as remote personal assistants, writing papers for lazy students, doing research etc. This is a great opportunity to make more money while living in a cheaper place.
Options for in education
I have been looking at educational opportunities outside the USA. I am not sure that many countries like India, Argentina and others have realized that they can offer cheap training to Americans. For example, computer courses are ridiculously expensive. India has very cheap courses, but they extend for months and classes are only a few hours a day and include crap to fill the months of training. If I could take, let’s say an intensive film-making course in Mumbai for a month it will probably cost less than half that in the USA, including traveling, living expenses, and tuition.
I would also love to take a graphic design course in Boston University, but it costs about $10K for a 10 months part time program. Granted they have great trainers, use up to date equipment and have a powerful brand, but I do not want to spend 10K right now. I speak Spanish and I have been looking at Argentina for that. They offer courses that will cost 1K and will be the equivalent to BU, but the courses are offered for a couple of hours a week and they will extend to more than a year to complete. If I could get classes in Argentina, let’s say for 1 month at a time of intensive training, I think I may take them.
Another idea: perhaps someone in the USA in a depressed economy can do the same, let’s say in Port St. Lucie, Florida. A beautiful place, great weather, housing is affordable, people are nice and airfares are low. Someone there can put together an academy to offer some cheaper classes. To my knowledge no one is doing it in the great United States of America where education is so expensive that we have to ship the jobs and import people, because we can not retrain, or learn new skill at a price we can pay.
One more idea: community colleges and continuing education should offer more useful and complete courses. In my area there is hairdressing, nursing and others, but what about radiology, something cooler and highly paid. Oh some call this socialism, yeah sure, lets keep running behind in education and let’s see how we end up.
