Is it appropriate for decent ladies to wear garter belts?
Yes, garter belts are for ladies

No, that is simply not the case.  What really led to the phase-out of the garter belts was the emergence of pantyhose.  Since we Americans tend to prefer comfort over style, we abandoned garter belts and since women of questionable character (at least in the movies) continued to wear them, we found an excuse not to wear them.
